摘要三十多年的改革开放有力地推动我国经济的快速发展与结构转型升级，城乡居民生活水平与质量不断提高；也就是在这个经济迅速增长的阶段，社会分配出现了不和谐的局面，社会贫富差距扩大化引发社会医疗资源获取不公、贫病恶性循环等重大社会问题。为解决“看病难”、“看病贵”等问题，医疗保障及其医疗救助政策制度相继出台，全国各地医疗救助试点工作有序展开，我国的医疗保障体系正在不断地走向完善与健全。然而，由于我国医疗救助起步晚，经验不足，在当前政治、经济、文化、社会、生态文明五位一体建设并举的时期内，建立健全医疗救助机制的干扰因素存在较多，因此仍有问题不断出现且在短期内难以解决。本文将研究和梳理医疗救助相关概念，通过对无锡新区开展重特大疾病医疗救助试点工作的实证分析，阐述重特大疾病医疗救助成果，发掘机制潜在问题，探寻改善措施，为健全和完善医疗保障体系提出可供参考的建议。22973

Title   Study on Mechanism of Medical Assistance for citizen’s Serious Diseases under the Medical Security System, Taking Wuxi New District as an Example                                           
Abstract
More than 30 years of reform and opening up have great impact on China’s rapid economic growth and structural transformation. And urban and rural residents’ living standards and quality are continually raised. Which is in the stage of rapid economic growth, discord in social distribution appeared. Social gap between the rich and the poor has widened, which leads to major social problems such as uneven access to medical resources and a vicious circle of poverty and sickness. In order to solve the problem of medical treatment, policies of health care and medical assistance system have released one by one. Regional pilot work of medical assistance develops orderly, and our health care system has gradually improved. However, with our medical assistance starting late, and lack of experience, there are many interference factors to the improvement of medical assistance mechanism in the period of current economic, culture and social construction. Problems appear constantly and are difficult to solve in a short time. This assay is to discuss relevant theory about medical assistance. Through the analysis of medical assistance pilot work for serious diseases in Wuxi New District, showing the achievements of assistance for serious diseases， exploring underlying problems in current mechanism and discussing the improvement measures, so as to come up with reasonable proposal to improve and perfect our country’s medical security system.
