摘 要：经济开发区是国家吸引外商直接投资的重要载体，在我国改革开放的经济发展进程里做出了重大的贡献。本文通过分析洪泽经济开发区在经济发展、社会事业和招商引资等方面的现状，找出了未形成特色与优势产业、产业规划不合理和环境污染等方面存在的问题，通过分析问题的形成原因，提出了发挥优势创造特色产业、规划科学长远的布局、治理工业污染、培养和引进优秀人才的对策，为洪泽经济开发区的可持续发展出谋划策。64107

Abstract： Economic development zone is the important carrier for our country to attract foreigners directly invest, which has made a significant contribution in the process of economic development of the reform and opening up. By analyzing the current situation of Hongze Economic Development Zone current situation in the respects of economic development, social undertakings, investment promotion and so on, and find out inchoately distinctive and competitive industries, unreasonable industry planning, environmental pollution and so on. through the reasons for the formation of the analysis of the problem, puts forward some policies such as make the most of the advantage and create characteristic industry, makes out the scientific and long-term layout, solves industrial pollution, cultures and introduces talents, which come up with ideas for the sustainable development of Hongze Economic Development Zone.

1 引言
经济开发区简称开发区，是经济技术开发区、高科技工业园、高新技术开发区、各类产业工业园的一种通称。根据开发区的规模等级，可以分为国家级开发区、省级开发区、市级开发区等[1]。建立经济开发区，吸引了国外投资，扩大了贸易出口，推动了科学研究的发展等等。改革开放以来，国际分工与国际贸易的发展使全球一体化的局势日益明显，经济开发区就是在这样的环境背景下，由发达国家传递到发展中国家，对国家经济的健康发展起着十分重要的作用。
洪泽经济开发区坐落在洪泽县城北郊，属省级经济开发区，包括高新技术产业园区、镇村工业集聚园区、中小企业集聚园区。洪泽经济开发区于2001年10月起步建设，西至砚临河、东至宁连路、南至东五道、北至大寨河，首期规划面积15平方公里，远景控制面积50平方公里，是省“两化”融合示范区、省级知识产权试点园区。近年来，洪泽经济开发区发展迅猛，对整个洪泽社会经济的带动和促进起到了极大地作用，已成为洪泽县重要的经济增长极。洪泽有着优越的自然资源和区位优势，但在现实发展中依然存在一定的问题。本文通过对洪泽经济开发区发展现状的研究，找出制约洪泽经济开发区发展的问题，分析这些问题存在的原因，最终通过合理的分析研究，解决提出的问题，为洪泽经济开发区的可持续发展作出有利贡献。 洪泽经济开发区发展现状及对策研究:http://www.751com.cn/jingji/lunwen_71033.html
