《海峡两岸服务贸易协议》与两岸服务贸易机遇挑战与对策

摘要随着经济全球化和国际分工的趋势发展，服务贸易作为推动各经济体增长的关键力量，在世界贸易中的重要性日渐凸显。在 ECFA 框架之下，2013 年《海峡两岸服务贸易协议》的签订对于海峡两岸寻求服务贸易合作具有里程碑式的意义。本文通过分析《协议》条款内容和两岸目前的服务贸易发展现状，阐明当前海峡两岸服务贸易具有互补性特征，并且大陆正在积极谋求经济结构转型，但协议的政策利好却因两岸互信不足没能顺利实现。论文认为，两岸服贸谋求进一步发展之时面临的新机遇和新挑战，可以通过充分利用两岸服务业经济特点，逐步构建完善的政策环境，促进协议落地，加强政治互信等对策去解决。69475

Title TheCross-TaiwanStraitAgreementonTradeinServices and the Cross-Taiwan Strait Trade in Services: Opportunities,Challenges and Countermeasures

Abstract

With the development of economic globalization and international pision of labor, trade in services is becoming more and more important in international trade, serving as the key power to boost each economy. Under the frame of ECFA, the conclusion of the Cross-TaiwanStraitAgreementonTradeinServices in 2013 is of landmark significance for the two sides of Taiwan Straits to seek service trade cooperation. By analyzing the articles of this agreement and the current performance of the development of trade in services, this essay clarifies that the cross-strait trade in services has the feature of complementary, also the mainland is actively committed to economic restructuring. But the favorable policy could not be successfully implemented due to the lacking of trust between both sides. To deal with new opportunities and challenges we’ll meet in the face of development, we can take advantage of the features of cross-strait economic services, gradually build a sound policy environment, promote agreements implementation and strengthen political mutual trust, etc..
