摘要随着中国经济的不断发展，人民币国际化已经是不可逆转的大趋势。健全完善的离岸人民币市场既是人民币国际化不可或缺的组成部分，又是推进人民币国际化的重要力量。但是，现在离岸人民币市场还远远没有形成，还存在着诸多问题，主要表现在：第一，利率市场化程度有待提高，外汇管制过严；第二，整体业务经营发展不全面；第三，政府主动建设离岸金融中心的积极性还不够高，支持力度不够；第四：我国还没有形成对离岸金融的完整监管体系，金融监管的力度不够。针对这种局面，为了促进人民币国际化的发展，应该在离岸人民币市场建设中采取以下措施：采取内外分离型的业务处理模式；以试点方式大力发展经济需求引致的离岸业务；高度重视离岸金融创新；推动我国商业银行开办离岸人民币业务；制定完善的离岸金融市场的金融监管法律。需要注意的是，离岸人民币市场的建设过程中还会存在运作、市场、政策、信用、法律、系统性方面的风险，需要做好应对工作。60201

Abstract
With the continuous development of Chinese economy,RMB internationalization has been an irreversible trend.Consummate the offshore RMB market is not only an integral part of the internationalization of RMB,but also an important force to promote the internationalization of RMB.But now,the offshore RMB market is far from forming,there are many problems ,mainly displays in:first,to a higher level of marketization of interest rates,foreign exchange control too strict;second,the overall business development is not comprehensive;third,the government took the initiative to build offshore financial center’s enthusiasm is not enough ,support is not enough;fourth,our country has not yet formed complete regulatory system of offshore finance,financial regulation is not strong enough.Aiming at this situation,in order to promote the development of the internationalization of RMB,the following steps should be taken in the construction of offshore RMB market:adopt separated type inside and outside the business processing mode;in pilot way to develop the economic demand caused by offshore operations;attaches great importance to the offshore financial innovation;to promote our country commercial bank to open offshore RMB business;perfect offshore financial market of financial regulation law.It is important to note that the construction of the offshore RMB market will exist in the process of operation,market,policy,credit,legal,systemic risk,need to take measures to do with them.
