摘要：长期以来，我过社会经济发展深受城乡“二元结构”的影响，对统筹城乡发展造成了巨大阻碍。党的十八大报告强调，发展完善社会主义市场经济体制就必须解决好城乡一体化的问题。促进城乡一体化发展，是解决“三农”问题的重要手段，也是实现新时期全面建成小康社会的必由之路。连云港市作为我国首批沿海开放城市，其城乡一体化发展既有一定的特殊性，也有与其他地区相似的普遍性。加强对连云港市城乡一体化发展的研究，对于构建新型工农关系和城乡关系，推动新常态下的连云港经济和社会全面、协调、可持续发展，具有重要的理论指导意义与实践应用价值。
本文运用区域经济学、经济地理学、城乡规划等多学科知识、理论和方法，根据过去十多年来连云港城乡一体化发展的实际情况，以构建评价指标体系为主要研究方法，定量分析连云港市城乡一体化发展水平及变化情况，并指出存在问题，提出相对应的对策建议。40755
通过分析与研究，得到了一些重要结论：（1）连云港市仍处于城乡一体化发展的初级阶段；（2）连云港市城乡一体化发展主要受“二元结构”制约；（3）政府是解决城乡一体化问题的主体；（4）连云港市城乡一体化发展有还有很长的路要走。
