摘要：本文依据枣庄市1996-2015年的统计数据，在系统梳理国家财政中关于支农支出和农民收入概念的基础上，分析了枣庄市财政支农资金和农民收入的现状，并据此谈及支农支出对农民收入的影响，通过财政支农支出与农民纯收入关系的经济模型的建立，笔者发现，枣庄财政支农支出对农民收入影响显著且具有正向相关关系，且即2008年后，其他因素对枣庄农民收入也有较大影响。因此，我们要在加大财政支农支出的基础上，改善支农支出的结构，发挥财政资金的集聚功能，吸引市场资金投资农业，确定支农资金发放各步骤的监管责任，切实提高农民收入，改善农民生活，为实现全面小康做出贡献。 34618

The Impact of National Fiscal Expenditure on Farmers' Income
——A Case Study of Zao zhuang City, Shandong Province
Abstract: This paper combs the concept of national financial expenditure on agriculture and farmers’ income, and explores the impact of agricultural expenditure on farmers' income. According to the statistical data of Zao Zhuang City from 1996 to 2015, this paper analyzes the current situation of the financial support for agriculture and the income of farmers in Zao Zhuang City, establishes the economic model of the relationship between the financial expenditure on agriculture and the net income of farmers, and finds that the expenditure of Zao Zhuang financial support has significant effect on farmers' income with the positive correlation, After 2008, other factors have an impact on the income of farmers of Zao zhuang,
Based on the increase of fiscal expenditure structure,we must improve expenditure, play gathering function of financial funds, attracting capital market investment in agriculture, determine the responsibilities of the funds distributed to famers, to increase farmers' income, improve the lives of farmers, to contribute to the full realization of a well-off.
