摘 要：随着我国社会主义建设步伐的不断推进，新鲜事物不断涌现，整个社会在分分秒秒之间都在发生着巨大的变化，对此，社会管理理念和方式的创新势在必行。如何顺应着社会发展的大趋势，对传统的社会管理模式进行及时的调整、完善，使之达到契合社会发展现状的新高度，是我们当今社会管理方式创新研究的新课题。本文以理论在实践活动中的重要指导作用为基础，通过对以政府为主体的社会管理方式的深化研究，并结合当前社会热点话题，对传统管理模式进行批判和借鉴，在高度强调理论对社会管理的重要指导作用的前提下，对社会管理的理论创新提出合理化建议，以期达到促进社会管理更加全面、高效的结果。63297

The Study on the Innovation of Social Management Idea
Abstract: With the rapid development of socialist construction in China and the constant emergence of new things, the whole society took great change in every minute and second. Based on this situation, it is necessary to carry on the innovation of social management idea and manner. The new project of the study on the innovation of our current social management is how to follow the trend of social development and how to adjust and improve the traditional social management mode in time in order to reach the new height which accords with the current social development. This paper starts from the theory’s important role in the practice and makes a further analysis of the social management with the government as the main body. It also combines the heated topics in the society, criticizing and referring to the traditional management mode, and emphasizes highly on the theory’s significant role in the social management. Under this circumstance, proper suggestions are put forward for the theory innovation of social management so as to achieve the result that social management becomes more and more thoughtful and high-efficient.

社会管理的理念创新，是基于社会整体的动态发展需求的基础上，通过对社会管理实践过程中暴露出的突出矛盾问题进行分析探讨，找到当前社会管理的不足所在，并积极寻找解决措施，最后对社会管理主体提出更高的要求。 因此，社会管理创新应该注重理念与实践的结合，应着眼于当前已经暴露出来的社会矛盾问题，并在此基础上合理预测，完善社会管理的全过程。简而言之，社会管理的理念创新研究，我们可以在正确认识基本概念的基础上，以社会热点为切入点，进行社会管理理念的创新研究。
一、社会管理理念创新概念的基本认识
创新的前提是对创新主体有一个较为系统的认识，社会管理理念的创新要求着我们要正确认识社会管理理念创新的相关概念。本文通过对“什么社会管理理念创新、为什么要进行社会管理创新、谁对谁进行创新”等问题的讨论，对社会管理理念创新的基本概念进行系统的介绍。
