摘要：我国一共有260多座资源型城市，在新时期，这些城市的转型发展面临着一个又一个的挑战。资源型城市在转型中面临着政府干预过多，调控手段单一；市场管理缺失，区域分块现象严重；公共产品供应不足以及行政职能过度化等问题。研究政府在城市转型中的经济职能定位具有很重要的现实意义。需要政府部门加强宏观调控，降低干预力度；加强对市场的监管；增加公共产品的供给以及强化服务职能等方面入手。本文从资源型城市自身特点出发，对政府经济职能的定位进行研究。40581

Discussing the Economic Functions Positioning of the Government in Resource-based Cities Transition

一、资源型城市转型中政府经济职能定位的相关理论
（一）资源型城市经济结构的基本特征
目前来看，我国资源型城市的发展已经到了一个关键的时期，那么如何应对国际、国内的冲击，跨过重重障碍和挑战，是摆在资源型城市面前的严峻课题。想要解决问题，需要先认清本质，而资源型城市具有以下基本特征：
