我国特殊人群社会保障问题初探

摘要：改革开放以来，我国的经济得到了快速发展，人民生活水平得到了大幅度提高。但是，随着市场经济的发展，经济结构的转变，我们也要清醒地看到，城市中出现了越来越多的弱势群体。这不仅造成了资源的巨大浪费，也很大程度上影响了社会的稳定,不利于构建和谐社会。解决弱势群体问题的关键就是建立完善的社会保障制度，而我国目前的弱势群体社会保障制度存在着社会覆盖面窄、法律体系不够完善、社会保险基础薄弱等问题。因此我们应该通过扩大社会保障的范围、建立社会保险制度、完善社会救助体系，构建弱势群体法律保护体系、社会救助制度等措施来完善弱势群体社会保障体系。38969

On Social Security of Special Populations
    Abstract: Since the reform and opening up, China's economy has been developing rapidly, people's living standard have been greatly improved. However, with the development of the market economy, the transformation of economic structure, we must clearly know that the city will have more and more vulnerable groups. This not only caused a huge waste of resources, but also greatly affected the stability of society, is not conducive to building a harmonious society. The key to solving the problem of vulnerable groups is to establish a sound social security system, while China's current social security system in the presence of vulnerable social narrow coverage, the legal system is not perfect, the weak foundation of social security and other issues. Therefore, we should be through expanding the scope of social security, establish a social insurance system, improve the social assistance system, build system of legal protection measures for vulnerable groups, the social assistance system and other vulnerable groups to improve the social security system.

    前言
改革开放三十多年来，我国的经济在得到了飞速发展的同时也产生了许多的问题。比如由于经济体制转变而产生的失业和下岗问题，由于这些因素的影响，我国出现了越来越多的弱势群体，这在很大程度上影响了社会的和谐稳定。在我国大力建设和谐社会的这一大背景下，弱势群体的生存状况引起了全社会以及学术界对这一问题的探讨和研究。目前，我国的学者对弱势群体的研究还仅仅处于初级阶段，这些研究还未能形成统一的观点。并且我国的弱势群体有逐年增加的趋势，而健全的综合社会保障体系尚没有完全建立起来。因此，如何完善弱势群体的社会保障制度，改善弱势群体的生存状况，已经成为了建设社会主义和谐社会面临的重大问题。我国特殊人群社会保障问题初探:http://www.751com.cn/faxue/lunwen_38056.html
