摘要随着经济不断发展,人民生活水平不断提高,城市中的机动车数量不断增加,道路的增加、拓宽赶不上车辆发展的速度,城市拥堵日益成为亟待解决的首要问题。要想治理拥堵,首先要了解一个城市拥堵的严重性,光靠体感定性评价城市的拥堵程度是不够的,更要找出能够定量衡量整个城市总体的拥堵度的方法。33520
    本文首先说明了确定道路综合交通量的方法,后利用层次分析法,科学地定出了不同道路上交通量对整个城市的拥堵的影响权重,并以北京为例,比较北京市不同时间拥堵程度,来判定北京市的治堵效果,同时结合上海的例子,比较了北京市与上海市在同一时间的拥堵程度。最后,对本文所建模型进行了总结及日后的展望。

Title    Methods of Measuring Macroscopic Congestion Index  of the Whole City                                 
Abstract
With the rapid development of Socioeconomic, and the Standard of living of citizens increasing, a rise in the ownership and usage of motor vehicle is attracting people's attention. The speed of construction of the road can hardly meeting the needs of the development of the vehicles, and congestion have became one of the problem that need to be solved as soon as possible. It is important to know what serious situation a city is facing now precisely, that is to say, it is completely not enough to judge the congestion of a specific city only depend on the feelings.
In this article, the author showed a way to determine the comprehensive volume of traffic flow of all the road in city firstly. Then, identified effects of each type of road on city's congestion Scientifically with the analytic hierarchy process. After that, took Beijing as an example to verify this model, compare the congestion of Beijing in different times to judge the result of rule blocking. In addition, compared with Shanghai, acquire these two cities' congestion index in the same time. At last, the author made a summary, and pointed out the development direction in the future.
