作为中国最大的贸易伙伴，欧盟与中国经济交往的过程中，为了保护其成员国的利益，频繁对中国商品发起反倾销调查。本文以欧盟对华皮鞋征收反倾销税案为例，以欧盟对中国产皮鞋继续延长征收惩罚性关税 15个月，及中国将欧盟诉诸于世界贸易组织，以谋求 WTO 贸易争端解决机制的现实并取得胜利为背景，详细叙述了在《欧盟反倾销条例》规定下，欧盟对中国产皮鞋构成倾销的认定过程。同时，笔者对中国皮鞋业遭受反倾销调查的原因进行分析，并且提出了几点应当注意的问题和应对措施，以供参考。 8344

Title Analysis on the causes and countermeasures of EU
anti-dumping on China through the case of EU imposing
anti-dumping on leather shoes made in china
Abstract
As the biggest trading partner with China, the European Union frequently
initiates anti-dumping investigations on Chinese products during the
process of trading with China in order to protect the interests of member
states. This paper takes EU imposing anti-dumping taxes on Chinese leather
shoes as an example. Furthermore , under the circumstances of the European
Union continuous prolong punitive taxes on imports of Chinese shoes for
15 months and China has warned the EU on the WTO and launched WTO dispute
settlement proceedings to solve the disputes , this paper discuss the
recognition of dumping of Chinese shoes explicitly under the EU
anti-dumping regulation . Ultimately the writer analyses reasons of EU
initiating anti-dumping investigation on Chinese shoes and then puts
forward several caution issues as well as measures to evade.

中国加入世界贸易组织（WTO）之后，在国际贸易发展中面临着源源不断的来
自各行各业、各个领域的国外的反倾销调查，使中国企业遭受到严重打击。在经
济全球化，经济一体化浪潮的推动下，中国的外贸经济迅速发展，出口额不断扩
大，反倾销制裁成为各个贸易国家防止倾销、保护本国产业、抵制中国商品的一
