摘要中国加入WTO既是机遇也是挑战，一方面我国可以更广阔的深入国际市场，参与国际分工；另一方面随着中国开放程度的加大，对外贸易发展更加迅猛，由此产生的贸易摩擦日趋增多。
本论文从我国反倾销预警机制的现状入手，深入挖掘其存在的问题。阐述了国外反倾销预警机制的发展情况以及对我国的启示作用，并在此基础上采用比较研究等方法分析国外反倾销预警机制的特点，为完善我国反倾销预警机制提供宝贵经验，得出完善我国反倾销预警机制需要从发挥政府的宏观管理职能、行业协会的桥梁性作用和提高企业自身竞争力等方面着手。5579

Title A investigate on the development of china's early-warning mechanism of anti-dumping
Abstract
China access to WTO is both an opportunity and a challenge. On the one hand we can have a broader depth of international markets and participate in international pision of labor; on the other hand, as China's increasing openness, more rapid development of foreign trade, the resulting trade friction will increase, China has become an overseas country hardest hit by anti-dumping, which launched the national anti-dumping is not only the developed countries, but also developing countries.
This paper starts with the status quo of China’s anti-dumping early-warning mechanism and digs the problem, and then elaborates the development of foreign early warning mechanism of anti-dumping for reference to China. Through comparative analysis of foreign anti-dumping warning system similarities and differences, we can draw experience. We summed that Improvement of Anti-dumping warning system needs to play the government's macro-management functions and trade association’s role of a bridge and then we need enhance their own competitiveness. Only in this way we can improve the early warning mechanism of the anti-dumping.

1 引言
1.1 研究背景与意义
金融危机后，全球的货物贸易往来出现大幅度下降，而这种现象导致新一轮的贸易保护主义迅速升温，贸易保护主义在以往的国际贸易往来中，常常被冠以关税或限制进口的措施，但是近年来由于越来越多的国家加入WTO，各国纷纷通过WTO这一平台进行磋商和谈判，因此，近年来关税税率和限制进口的传统贸易保护措施已经不足以起到贸易保护的目的，于是反倾销措施成为国外对华采取的非关税壁垒措施的首选。我国虽然已经建立了反倾销预警机制，但还存在着诸如政府的宏观管理不到位、企业自身缺乏健全的应诉机制、以及行业协会没有充分发挥沟通协调能力等问题。国外在反倾销预警机制的建设方面更加成熟和完善，不仅仅是因为其成立的时间要早于我国，更是因为其在长期的对外贸易中积累了丰富的经验，因此，比较研究国外反倾销预警机制的发展和和创新，是我国适应激烈的市场竞争的必然选择。 中国反倾销预警机制发展探讨+文献综述:http://www.751com.cn/jingji/lunwen_2663.html
