摘要：地方园区化、产业集聚化已成为当今世界经济发展的新趋势。地方工业园区经济所表现出来的强大竞争力、带动力和在区域经济发展中扮演的重要角色，越来越引起人们的广泛关注。同时，我们也不得不正视园区的发展引发了一系列的问题，如劳资关系矛盾突出，群体性危机事件频发，项目审批非程序化，政府与企业之间存在不合理的利益关系等等。本课题以滁州沙河镇工业园区为典型，分析园区建设管理的现状及政府职能发挥状况及政府、企业角色定位等问题。通过对地方工业园区的实地调查研究，分析地方工业园区治理缺失的原因，并在此原因分析的基础上从政府、企业、员工等角度探讨地方工业园区的治理对策。68037

Title On the Governance of the Local Industrial Parks Case of Shehe Town In Chuzhou
Abstract
The cluster of the local industrial park has become a trend of economic development in the world today.Its economy has demonstrated strong competitiveness and driving force and plays an important role in regional economic development which aroused more and more concern.At the same time,we also have to face to these problems of the development of park,such as The obvious contraction of labor relations ,Frequent mass crisis events,No-programmed project approval and Unreasonable interest exists between the government and enterprises and so on . The project selects Shahe Town Industrial Park as a typical example,analyses the status quo of the park management and government functioning status and the role of government and enterprises.Then we analyse the reasons for the lack of governance in industrial park by field investigations, and on the basis of the reasons,we need to discuss the countermeasures of governance from the perspective of the government ,enterprises and employees.
