浅析民国时期公务员的选拔制度

摘要：本文主要讲述了民国时期公务员的选拔情况，本文首先从当时的政治方面讲述公务员选拔制度的原因和基础，在形成背景方面，结合了清朝以前和北洋军阀时期以及南京临时政府等方面的历史发展情况来进行阐述。其次着重论述了公务员选拔制度的主要内容，详细展示了公务员选拔的程序，更为全面的了解到当时选拔制度对政府执政能力的提高。然后又从人力资源管理视域下评价了选拔制度。最后论述了其选拔制度对现当代公务员选拔制度改革的借鉴意义。38232

Analysis of the Selection System of Civil Servants in the Republic of China
Abstract: This paper describes the selection of civil servants in the Republic of China, and basis on the civil service selection system from the aspects of politics, in the formation of the background, this paper combines the Qing Dynasty before and the period of the Northern Warlords and the Nanjing provisional government and other aspects of the historical development to explain. Secondly, elaborated the main content of the civil service selection system, detailed display of the civil service selection procedures, a more comprehensive understanding of time selection system to improve the ability of administration of the government. Then form the perspective of human resource management evaluation selection system. Finally it discusses the significance of the selection system reform of the contemporary civil service selection system .

浅析民国时期公务员的选拔制度
前言
随着我国的公务员考试形势不断上涨，很多大学生把就业的选择投向公务员，国家对于公务员考试制度也一直不断地进行改革和发展，但全国各省考试内容和考试制度不一样，而且每省每年也会进行变化，这种国家选拔人才考试制度历史源远流长，但是真正建立起来的是在南京国民政府统治时期，我们可以在民国时期公务员考试制度中，如何选拔优秀的人才以及考试法规构建方面，以史为鉴，从其吸取经验和教训，也为当今公务员考试制度的进一步改革和发展提供必要的帮助。
截止到目前，研究民国时期公务员考试制度的很多专家学者，他们也已经形成了较为系统的研究，当代公务员制度的正式建立是在1993年国务院制定的《国家公务员暂行条例》，大多的研究者们开始对民国公务员考试制度积极追随的研究。在很多研究著作中，有一些著作指出了孙中山考试思想对民国时期考试制度的指导性意义，并讨论了公务员考试制度的内容以及性质。此外在另外一些著作中，研究学者从政治史和人力资源管理的角度对民国时期公务员的铨叙制度给出批评试的论述，这些研究不管是从历史角度、政治史角度以及行政管理角度来看，都是对民国时期公务员选拔制度的形成和发展做出独特的见解，为后来研究者提供了便捷的查询资料。浅析民国时期公务员的选拔制度:http://www.751com.cn/guanli/lunwen_37176.html
