摘要：近年来我国多个重大项目中的招投标违规问题频繁发生，引发广泛关注。然而随着时间推移,也产生了新问题,挂靠、串标、非法转包的现象日益猖獗,从中央到地方政府虽然三令五申,屡次打击,却如扬汤止沸,屡禁不绝，导致招投标失灵，无法达到应有的效果。24520
招投标环节违规现象频发的背后固然是利益在作祟，但是，招投标各相关方敢于公然违法，各操作环节又能轻松得手，与制度设计存在漏洞、法律法规不够完善有密切关系。
本论文试图研究形成这些问题的根源，分析其经济利益驱动机制，并在研究成果的基础上提出有针对性的经济治理办法来规范工程建设招投标市场秩序。
（1）    利用文献研究的方法，从建筑工程方面招投标的现状以及国内外招投标的对比，从文献角度分析招投标失灵的具体原因，并且重点分析经济利益驱动对招投标具体影响以及现况，从而进行对招投标失灵的建议以及处理措施。
（2）    利用文献搜集和文献综述进行分析，从而了解具体的处理招投标失灵以及完善的处理方式。完善法律以及对违反者的实质性处理是最主要的解决措施。

The research of the economic interest in Construction project bidding system failure mechanism
Abstract: in recent years, a number of major projects in China Bidding irregularities occurred frequently, caused widespread concern. However, as time goes by, also produced new problems, affiliation, bidding, illegal subcontracting phenomenon increasingly rampant, from central to local government although give repeated orders and injunctions, repeated blows, but as an ineffectual remedy, despite repeated prohibitions, lead to bidding failure, can not achieve the desired effect.
For frequent violations bidding links behind it is interest in the work, however, the bidding parties dare to blatantly illegal, each operation link and can break easily, and the existence of loopholes, the system design is not perfect laws and regulations are closely related.
This paper attempts to study the roots of these problems, analyzed the economic benefit drive mechanism, and targeted economic governance measures to regulate the construction bidding market order is presented based on the above results.
(1) Using the method of literature study, from the construction project tendering and bidding and the comparison of domestic and international bidding, from the perspective of literature analysis for specific causes of bidding failure, and focuses on the analysis of economic benefits of the bidding and the concrete effect situation, thus failure of tendering and bidding proposals and measures.
(2) Analyzed by means of literature collection and review of the literature, so as to understand the specific treatment of bidding failure and improve the processing methods. Perfect law and violation of substantive processing is one of the main measures to solve.
