摘要： 本文基于上海市城镇养老保险基金筹集模式的现状及问题，从而对此提出适当的对策建议。由于上海市实施部分积累制的社会养老保险改革较晚，同时，改革其体制的成本费用无法短时间消化，并且上海市己提早进入老龄化社会的现实实情，与此同时养老基金投资渠道窄、收益低效，这些都使得社会养老保险面临严峻挑战和巨大风险。社会养老保险必须以经济为基础，以资金为后盾，养老保险制度的核心是社会养老保险基金的运行，而其基础环节是养老保险基金筹集。缴纳人，缴付数额标准，收款人，收款方式，筹资不足的原因调查，这些都是与养老保险基金筹集密切相关的内容，也是此研究的调查核心。本论文分析了上海市城镇养老保险基金筹资的收支现状，阐述了城镇职工养老保险的相关基础知识。介绍了养老基金的相关概念、筹资方式、上海养老保险制度的相关历史及国内外国家养老保险制度建设的经验，从而提出养老保险基金如何筹集的若干政策建议。24295

Study on the problems and countermeasures existing financing pattern of endowment insurance fund for urban workers
Abstract：In this paper, the status and problems of Shanghai urban pension insurance fund raising mode based on, and countermeasures and suggestions are brought forward, the appropriate. Due to the implementation of part accumulation system of social endowment insurance reform later, Shanghai city at the same time, the reform of the system of cost can't short time to digest, and Shanghai has to enter the aging society the truth, at the same time a pension fund investment channels narrow, low income, so the social pension insurance system is facing severe challenges and enormous risks. Social endowment insurance must be based on the economy, to provide financial backing, the old-age insurance system is the core of social endowment insurance fund operation, and its foundation is the old-age insurance fund. Payment, payment amount, payee, collection methods, to investigate the reason funding, these are closely related to the content and the raise of endowment insurance fund is the core of this research, investigation. This paper analyzes the revenue and expenditure of Shanghai city urban endowment insurance fund, expounds the basic knowledge related to urban workers pension insurance. This paper introduces some related concepts, pension fund financing, the endowment insurance system of Shanghai's history and the domestic and foreign national pension insurance system building experience, and then puts forward some policy suggestions of how to raise the pension insurance fund.
