高校教职工关于渐进式延迟退休年龄意愿的调查研究

摘要本课题以十八届三中全会后《中G中央关于全面深化改革若干重大问题的决定》中提出的研究制定渐进式延迟退休年龄政策为背景,对四类不同社会群体进行分析,选择高校教职工为研究对象,具体为高校教职工关于渐进式延迟退休年龄的态度。课题运用文献研究法、抽样调查法、实证研究法、半结构式访谈、电话访谈等方法对 36名教职工开展调查,并通过 SPSS软件对收集到的数据进行统计、分析。经过分析,笔者发现工作性质、身体状况和退休后经济水平受影响度是影响教职工对延迟退休态度的三个最重要因素。同时,笔者探讨了教职工赞成与反对延迟退休的具体原因,将赞成延迟退休年龄的原因归纳为个人和社会两个大方面,个人方面包括生命周期延长、职业素养高、工作经验丰富、再次实现个人价值、工作专注度高五点,社会方面包括养老压力大、教师培养期长成本大、退休容易造成人力资源不能充分利用三点;将反对原因归纳为延迟退休易增加年轻人就业压力、无法从根本解决养老金空账问题和剥夺劳动休息权利。最后,笔者根据数据和资料,提出普遍提高高校职工职业素质和能力、加强对在职员工的医疗保障、要求个人调整生活方式与国家宏观调控相结合,同时对渐进式延迟退休提出七项注意点:提前预告、分步实施、小步延迟、多措并举、划分职业、缓解空账、适度自由。19202

Title A Study of College Faculty’s Attitudes towards
progressively raising the retirement age —— Based
on the investigation of Nanjing X College
Abstract
After the Third Plenary Session of the 18th Central Committee, the
communist party of China made《some important problematic decision about
comprehensively deepening reform 》. Progressively raising the retirement
age came up. Backed on this situation, the article analyzed different four
types of social groups and selected the college faculty as the research
object to know their attitudes towards progressively raising the
retirement age. This topic investigated 36 faculty by applying the methods
of literature research, sampling survey, empirical approach,
semi-structured interviews and so on. Statistical and analysis of the data
collected was carried out through the SPSS software. The author found that
the nature of work, health and influence degree of economic level after
retirement are the three most important factors for the attitudes to
progressively raising the retirement age. At the same time, the author put
forward the detailed reasons for faculty’s attitudes. The pros consist
of two aspects——inpidual and social. Inpidual aspect includes
extended life cycle, high professional quality, rich work experience,
personal value realization, high work concentration. Social aspect
includes three points. They are pension pressure, expensive teaching
training, little use of human resource caused by retirement. The cons were
composed of easily increased youth employment pressure, unsolved problemof pension empty account fundamentally, deprivation of labor rights to
rest. Finally, according to the data and information, the author suggested
that improving the professional quality and ability of the faculty,
strengthening the medical security for staff, combining personal lifestyle
with the national macroeconomic regulation and control. And then the author
put forward seven notes for progressively raising the retirement age:
noticing in advance, implementing step by step, delaying with a small step,
carrying out various measures at the same time, piding by occupation,
