摘 要：招投标活动采用招标投标的方式来签订合同使双方都明确各自的法律权力与责任，保证工程建设行为合理合法。本次毕业设计招标文件的编制主要内容包括招标公告、投标须知和投标前须知附表、合同条件条款、工程量清单、评标办法、投标文件格式、技术标准及要求、附件、参考文献等。招标文件是整个招投标活动开始的基础，是工程项目招投标活动的中心以及重点，编制招标文件的质量是项目招标成功的先决条件。招标文件是投标人编制投标文件的依据和基础。招投标双方根据招标文件签订合同。招标文件是招标人向投标人提供的进行招标工作所必须的文件。54155

Abstract:Bidding activities by way of bidding and tendering to sign a contract to make clear their respective legal powers and duties on both sides, guarantee the reasonable and lawful construction behavior. The graduation design the formulation main contents including the tender announcement of the tender documents, instructions and instructions before bidding schedule, contract terms, bill of quantities, the bid evaluation method, bidding file format, technical standards and requirements, accessories, references, etc.The tender documents is the foundation of the whole bidding activities started, is the center of the engineering project bidding activity as well as the focus, the quality of the preparation of the tender documents is a prerequisite for project bidding success.Bidding documents is the basis of the bidder by the tender documents and the foundation.
