镇江市地处江苏省西南部,全市低山丘陵以黄棕壤为主，岗地以黄土为主，平原以潜育型水稻土为主。镇江市国土面积3847平方公里，拥有人口311.45万人。公路是国民经济重要的基础设施,至2012年底，全市全社会公路总里程达7068.464公里，平均每百平方公里土地面积占有公路183.74公里，平均每万人口拥有公路22.70公里。全市国道里程263.796公里（国家高速公路124.39公里），省道400.082公里，县道1082.685公里，乡道2337.237公里，村道2964.261公里，专用公路20.403公里。全市等级公路里程7068.464公里，占总里程的100%。其中高速公路182.105公里，一级公路714.487公里，二级公路894.163公里，三级公路626.538公里，四级公路4651.171公里；全市高级路面里程6109.249公里，路面铺装率86.4%。简易铺装路面（次高级）里程105.625公里，未铺装路面（中级、低级、无路面）里程853.59公里。6754
公共汽车穿梭于城区主要路段。公铁立交桥的建成，使相互交错于铁路、公路干线上源源不断的车辆畅通无阻。该地区地面起伏，山丘连绵，仅靠等外路不利于城镇居民交往及对外发展，沿线砂石材料丰富，有小型的采石场和石灰厂，提供了良好的基层材料，施工时可因地制宜，就地取材；本项目是镇江主要交通干道，建成后既可缓解交通状况，开发区域经济，又可促进小型厂企的投产扩产，故而可以充分调动广大群众筑路的积极性，通过多种渠道，多形式的筹集资金，因此，为了达到方便快捷，促进经济的发展的要求，有必要、有能力在两地间修一条等级较高的公路。
